In a joint industry letter, the Confederation of European Paper Industries (CEPI), the European Association for the Storage of Energy (EASE), the European Building Automation and Controls Association, Flow Batteries Europe (FBE), smartEn, and SolarPower Europe are calling for the right to protect and empower consumers to be included in the dedicated energy sharing framework proposed under the revision of the EU Electricity Market Design.
The inclusion of the right to protect and empower consumers, will stimulate the move towards a consumer-centric, decentralised energy system that empowers consumers and prosumers, while protecting them from excessive price spikes thanks to renewable energy shared at a lower price.
Some Member States have already developed similar schemes and, based on best practices, we recommend the following improvements to art. 15a of the Electricity Directive:
- Refine the scope of application.
- Ensure cost-reflective network tariffs are applicable.
- Stimulate flexible demand to mitigate local congestions.
- Do not limit the use of decentralised energy resources to energy sharing schemes
