Over 180 Organisations Urge the EU to Deliver a Fossil Fuel Exit Plan

Joint Letter

25 August 2026

Ahead of the 2026 State of the Union address, SolarPower Europe joined more than 180 organisations from across industry, civil society and environmental groups in calling on European Commission President Ursula von der Leyen to launch a comprehensive, science-based and independent report with one clear objective: making this fossil fuel crisis Europe's last.

With Europe's continued dependence on fossil fuels leaving citizens exposed to energy price shocks, geopolitical risks and the growing impacts of climate change, the signatories call for a shared strategic vision to deliver an affordable, renewable, secure and homegrown energy system.

To make this fossil fuel crisis Europe's last, the coalition identifies five key priorities:

Quantify the full economic and financial burden of dependence

Put a number on what fossil fuel dependence costs households, industry and public budgets each year.

1

Chart the fastest competitive exit

Identify the most cost-effective pathway to a complete fossil fuel phase-out based on proven solutions such as renewables, energy efficiency, modern grids and clean flexibility.

2

Align every euro with the exit

Ensure EU and national finance, subsidies and spending support the transition away from fossil fuels.

3

Leave no one behind

Identify the governance and financial support needed to deliver a truly just transition for workers, households, companies and regions.

4

Make nature our ally and first line of defence in climate action

Unlock investment in nature-based solutions that absorb carbon, strengthen resilience and reduce climate risks.
