This paper sets out recommendations to scale up solar PV and battery energy storage systems (BESS) as key pillars of a new, flexible and more resilient energy system that can power Ukraine’s green recovery and energy transition.
 

• Rapid solar PV deployment can restore power, reduce import dependence, and build

energy resilience through decentralised systems and storage.
 

• EU Ukraine Facility and Team Europe approach can mobilise capital and guarantees

to de-risk investments in renewables and grids.
 

• Policy reforms should prioritise bankable auctions/contracts for difference, net

billing for prosumers, and streamlined permitting aligned with EU rules.
 

• Distributed solar for municipalities, health centres and schools, with battery

storage, can reduce outages and diesel reliance in critical services.
 

• International and domestic guarantees should address payment, curtailment, and

currency risks to unlock private capital.
