The Agrisolar Policy Map is a comprehensive policy tool designed to benchmark agrisolar regulations across 18 EU Member States. The Map highlights best practices and regulatory gaps, aiming to accelerate the deployment of agrisolar solutions that support both energy and agricultural resilience.
The Agrisolar Policy Map assesses six key policy areas: legal definitions, land use and zoning, support schemes, technical requirements, agricultural productivity, and environmental safeguards. It reveals that while some countries like France and Czechia have introduced clear frameworks, others remain fragmented or lack definitions altogether.
Key Findings:
- Only 5 of 18 Member States have a legal definition for Agri-PV.
- Environmental Impact Assessment (EIA) requirements for agrisolar vary widely.
- Support schemes and CAP eligibility remain inconsistent, limiting farmer access to funding.
To unlock the full potential of agrisolar, SolarPower Europe calls on EU and national policymakers to:
- Develop an EU-wide definition of agrisolar
- Clarify CAP eligibility rules
- Support innovative financing
- Integrate agrisolar into nature restoration and carbon farming schemes,
- Introduce a dedicated eco-scheme for agrisolar under the CAP
