Energy Performance of Buildings Directive

31 January 2023: SolarPower Europe Position Paper

In this unprecedented energy crisis, European households and industries suffer from high electricity bills. Solar PV, on the contrary, has seen costs plummeting in recent years.

Costs for distributed solar are now steadily below retail electricity rates. The deployment of solar panels on buildings will drastically reduce household and industrial electricity bills while strengthening Europe’s energy competitiveness and resilience.

Every additional solar panel on buildings replaces Russian gas used for electricity generation. On-site Solar PV combined with electrified heating furthermore offers a turn-key fossil-free solution for low-temperature heating and can support households in the upcoming winters. Swift deployment of solar and electrified heating solutions is an essential step on the way to independence from the Russian gas supply.

The recast of the Energy Performance of Buildings Directive and the EU Solar Rooftops Initiative offer unique a opportunity to decarbonise the EU’s building stock and deliver on the EU’s 55% greenhouse gas reduction target by 2030.
