Read the position paper nowSolarPower Europe welcomes the proposal for a regulation on the Net-Zero Industry Act (NZIA), as part of the Green Deal Industry Plan, to improve the regulatory environment for solar PV manufacturing in Europe.
- It sets the ambition of reaching at least 30GW manufacturing capacity by 2030 across the solar PV supply chain, which is in line with the 30GW of committed investment for PV manufacturing by 2025 set in the context of the European Solar Industry Alliance.
- It creates the Net-Zero Strategic Project category as a mechanism for projects to benefit from accelerated permitting procedures and access to financing.
SolarPower Europe, however, believes several aspects of the proposal need to be substantially clarified and improved.

Financing
Financing frameworks are inadequate to reach the 2030 ambition for solar PV supply chains in Europe:
- The EU should further revise the State Aid rules under the Temporary Crisis and Transition Framework if it is to attract investment in solar PV supply chains in Europe at scale.
- The EU must establish a European financial instrument dedicated to Net Zero technologies with high dependency on one source of supply, like solar PV, under the Net Zero Europe Platform.
Non-Price Criteria
Non-price criteria in public procurement and auctions are welcome on the condition that they are crystal clear, comprehensive, harmonised and applied only in specific technology auctions.
Further development & clarification of non-price criteria should be set out within a dedicated Delegated Act.
Industry Academies
European Net Zero Industry Academies should specifically include the role of industry stakeholders and provide funding for existing training and certification content.
