SolarPower Europe believes that any approach should start from the principles of simplicity, avoiding unnecessary bureaucracy, ensuring sufficient product availability and competition, and recognising the importance of a thriving solar market, which is under serious pressure today and is projected to miss the 2030 targets. In addition, we would like to stress the importance of evaluation. While there are some interesting pilot experiences introducing the resilience criterion in Austria and Italy, it remains unclear whether these approaches are effective in terms of accelerating deployment and resilience. Measures should be introduced to strengthen the “Rules of Origin / last substantial transformation” approach for solar PV inverters, preventing circumvention and ensuring higher added value within the European Union.
Setting Public Support Schemes to incentivise the purchase of Net-Zero Technologies
SolarPower Europe's consultation response on European Commission Guidance Document on implementing Article 28 of the Net-Zero Industry Act. Art.28 lays down obligations for public authorities in charge of public support schemes that incentivise consumers, households and businesses to purchase net-zero technologies.
