Global Solar PV Supply Chains: Quo Vadis Europa?

The increasing geographic concentration of solar PV manufacturing and supply chain challenges are prompting governments around the world to implement policies to stimulate domestic manufacturing.

Policy discussions have historically been focused downstream, on how to bolster the business case to sell solar PV electricity, but little attention has been paid to upstream policy options to stimulate solar PV supply chain diversification.

 

In May 2022, the European Commission presented its RePowerEU strategy, including a first-of-a-kind EU Solar strategy, renewing ambition on solar PV deployment to at least 750GWdc by 2030 – a doubling compared the previous numbers. This was complemented by an action plan a new EU Solar PV Industry Alliance looking at supply chain diversification and aiming to bring back manufacturing to Europe of at least 20 GW by 2025 across the supply chain. Recent international developments in India and the United States show the global race for solar PV value chains is on and raises the stakes for Europe how to join in and maintain its undisputed technological leadership in solar energy research.
