The EU has recently agreed on reaching a 42.5% + 2.5% renewables share in final energy consumption by 2030, almost doubling its current deployment. While these targets are defined for the EU as a whole, most renewable installations will happen at local level. 

  

Around 80% of the EU population lives in urban areas, making cities and local authorities the perfect candidates to accelerate the energy transition, and supply their citizens with secure, affordable and sustainable energy. In the future, cities and local communities will be at the frontline of the deployment of solar energy, and will face an increasing demand of permitting for new installations. 

  

While most EU Member States have made progress in improving their national rulebook for the permitting of small-scale PV, most administrations still struggle to implement legal permitting deadlines, and streamlined administrative procedures on the ground. 

  

EU solar will have to grow four-fold in the next seven years. New solar means new staff and new skills, both at project and administrative levels. Are municipalities equipped to face these new challenges ? How can local and regional administration ensure both speed and quality of solar projects ?
