A secure Europe built on solar + storage

It is also clear, however, that we need to further work on protecting our digital infrastructure, securing our supply chains, and building systems that can withstand shocks.
ENTSO-E’s factual report on the Iberian Blackout pointed to the challenges of Europe’s energy system - and prompted swift, united action. In partnership with the Spanish solar PV association (UNEF) and the Portuguese renewables association (APREN), we renewed our call for accelerated investment in grid resilience, stability, and system flexibility.
This sense of urgency shaped our response to the European Commission’s Call for Evidence on revising the EU Energy Security Framework. Our position paper advocates for a comprehensive strategy—one that moves beyond fossil fuel supply and builds true energy security on the pillars of solar, storage, flexibility, and electrification.
Solar power and battery energy storage systems (BESS) already play a decisive role in safeguarding Europe’s power supply, saving about €29 billion in fossil fuel imports in the summer of 2022 alone, according to Ember. By accelerating solar, storage, and flexibility solutions, Europe can permanently reduce its dependence on imported fossil fuels thereby protecting its consumers from price volatility.
Momentum is building at the highest levels. Last week, the European Commission published its 2026 Work Programme confirming the calendar of key upcoming initiatives: a review of our energy security framework, an electrification action plan, the phase-out of fossil fuel subsidies as well as a proposal for an Energy Union package for the next decade.
At the Energy Council in Luxembourg, EU Energy Ministers reached a broad agreement on the REPowerEU Roadmap, setting the course for a full phase-out of Russian gas imports by 2028. The Ministers also voiced strong support for the European Commission’s upcoming Electrification Action Plan, recognising electrification as the cornerstone of Europe’s future energy independence. This is a breakthrough moment for Europe’s energy transition. The decisive step to completely phase out Russian gas imports and accelerate the transition towards homegrown renewables, is not only vital for Europe’s energy security and independence but also a powerful move to stop financing Russia’s war machine.
