The Electrification Alliance on the Mobility Package

Towards clean and smart mobility


Transport is the only sector in Europe in which emissions have increased in the last decades. Today, transport emissions are nearly 20% higher than in 19901, while European transport needs are expected to grow significantly until 20502.

Without ambitious action, transport is set to be the biggest GHG emitter in Europe by 2030.

In parallel, from 1990 till 2015, the carbon intensity of electricity in Europe decreased by more than 33%3 and is on track to complete carbon-neutrality well before 2050.

The Alliance Partners believe that the Mobility Package plays a crucial role in paving the way for the decarbonisation of the transport sector and see electrification of transport as one pivotal step in this direction. Beyond decarbonisation, there are substantial energy system efficiencies to be unlocked through smart and efficient electrification of this sector, such as energy efficiency and enabling the take-up of more renewables, the costs of which continue to decrease significantly.

We therefore call on Council and Parliament to ensure a fair recognition of the benefits of electrification of transport. The following specific items are of central importance:

The Regulations on CO2 from cars and vans should:

  • set ambitious average fleet CO2 tailpipe emission targets for 2025 and 2030 corresponding to 5,5% annual reductions; ensuring increased progress in emission reduction and having in mind decarbonisation of light4 road transport by 2050;
  •  introduce mandatory and ambitious sales quotas or a strong bonus-malus system for zero emission vehicles for 2025 and 2030, not just benchmarks;
  • empower the Commission to monitor and address the significant gap between test cycle emissions and real driving emissions and take appropriate measures if the gap increases beyond a pre-defined value

The Clean Vehicles Directive should:

  •  include a definition of clean vehicles which is set on tailpipe emissions, by vehicle category, as proposed by the Commission;
  • oblige public authorities to only procure clean vehicles as of 2030;
  •  further broaden the scope of the Directive by extending it to public service contracts such as litter collection and taxi services.

The Alliance welcomes that the Action Plan for Alternative Fuels Infrastructure:

  • announces improved financing tools for charging infrastructure 
  • acknowledges the importance of interoperability, by making compliance with EU plug standards a pre-condition for EU funding
  • highlights the need to focus on smart charging infrastructure in order to harvest the vast potential of sector coupling.

The Electrification Alliance Partners are looking forward to constructively engage in the discussions on the Mobility Package and stand ready to support ambitious measures in this field.

The Alliance seeks to highlight in its communication essential policy decisions in EU Energy & Climate policy to fully unlock the benefits of electrification across all relevant societal sectors.
