As a member of the Electrification Alliance, SolarPower Europe supports an ambitious Electrification Action Plan to strengthen EU energy independence. With nearly 60% of energy still imported, electrification is central to reducing vulnerability and securing Europe’s energy system.
To that end, the Electrification Alliance sets out 10 key actions to be reflected in the Electrification Action Plan.
Recognise clean direct electrification as the long-term substitute for fossil fuels
Establish binding EU electrification targets within National Energy and Climate Plans and reinforce cross-border crisis solidarity mechanisms.
Lower electricity taxation
Restructure taxation to decisively favour electricity over fossil fuels by minimising levies, applying a 0% VAT rate on key technologies, and revising network charges.
State aid tailored to industrial electrification
Deploy targeted, time-bound state aid to accelerate industrial electrification, prioritising high-impact sectors and fast-track CISAF instruments.
Align financial support with clean technology deployment
Scale EU financial instruments to systematically prioritise electrification and non-fossil flexibility investments.
Scale clean power supply
De-risk and expand clean power generation through strengthened EU-level PPA frameworks and demand-side instruments.
Accelerate electricity grid development and related infrastructure investments
Fast-track grid expansion and modernisation via anticipatory investment, cross-border integration, and reformed procurement frameworks.
Accelerate grid connections and permitting
Streamline and digitalise permitting and grid access processes while fully enforcing RED III to eliminate infrastructure bottlenecks.
Ensure regulatory certainty and implementation
Deliver rapid, coherent implementation of EU legislation while maintaining stable, long-term investment signals across sectors.
Unlock system flexibility and enable demand response
Enable full market participation of flexibility resources and scale smart technologies to optimise system-wide efficiency.
Accelerate electrification across transport, industry, and buildings
Drive electrification across transport, industry, and buildings through regulatory mandates, workforce mobilisation, and fossil fuel phase-out measures.
