Amid increasing attacks on energy infrastructure in Europe, energy security measures are becoming a pivotal element of a modern EU energy system. Current efforts are, however, focused on traditional energy infrastructure such as large, centralised power plants. To accelerate the transition to a smart, digitised renewables-based energy system, the European solar sector has issued strong recommendations to EU policymakers and regulators to address potential cybersecurity risks associated with its technology in an increasingly digital energy system.
A new report by DNV, commissioned by SolarPower Europe, identifies the critical level of controlled capacity that could threaten the stability of Europe's power grid. This is based on ENTSO-E’s grid model. The study also presents clear policy recommendations to mitigate risks. It thoroughly examines potential vulnerabilities across both utility-scale and small-scale PV systems, considering all possible attack vectors — including developers, inverter manufacturers, installers, and service providers.
