Grids & Flexibility

Sustaining the expansion of solar in Europe depends on two inseparable pillars: modern grids and widespread flexibility. Without adequate infrastructure and the ability to manage variability efficiently, the EU cannot integrate the volumes of solar needed to meet its climate, security, and competitiveness goals while keeping electricity affordable for all. 

 

A rapidly electrifying, decentralised energy system requires grids that are fit for purpose. Investing in smarter, more digitalised grids ensures that capacity is available where and when it is needed, prevents bottlenecks that delay projects, and supports the reliable flow of clean electricity across regions. Stronger grids are the backbone of a resilient energy system and a prerequisite for sustaining the pace of renewable deployment. 

 

Yet grid investment alone is not enough. Demand response, storage, electric vehicles, heat pumps, and self-consumption help balance the system locally, reduce congestion, and limit the need for new infrastructure. When deployed across homes, businesses, industry, and storage facilities, flexibility becomes a distributed resource that enhances reliability and reduces reliance on expensive supply-side measures. Treating battery storage as a strategic priority and embedding flexibility into EU and national policies strengthens the energy system while empowering consumers to play an active role in the transition. 

 

With grid costs set to become a major driver of electricity prices, strengthening networks and leveraging flexibility is vital for Europe’s long-term competitiveness and security.

The Grids & Flexibility Workstream
SolarPower Europe’s Grids & Flexibility Workstream explores how to integrate more solar PV in the energy system and will pave the way towards the future decentralised, decarbonised electricity system based on 100% renewables. Together with its members, SolarPower Europe works to improve how grid planning, connections, and tariffs are set up, making it easier to invest in the grid and incentivise flexibility.

The Workstream represents the solar PV and battery storage industries in discussions with the European Commission, ACER, CEER, and European organisations representing TSOs and DSOs, such as ENTSO-E and EU DSO Entity. This is accomplished by preparing and presenting SolarPower Europe’s input to various committees and stakeholder workshops.  

 

The Workstream actively participates in European Stakeholder Committees, including the Grid Connection and Market Stakeholder Committee, which is responsible for implementing and monitoring European network codes, including Requirements for Generators and the Demand Response Network Code. Furthermore, the Workstream has contributed to the Demand Response Network Code Drafting Committee and supported the development of the Flexibility Needs Assessment Methodology for implementation in Member States.  

 

SolarPower Europe participates in the ENTSO-E Task Force on Grid-Forming, providing input on behalf of the solar and storage industry highlighting inverter capabilities and their role in supporting grid stability.
